BACKGROUND:
A C-4 hurricane struck Haiti on October 3, 2016, 300 km southwest of Port-au-Prince, Haiti. Many buildings collapsed or were damaged as a result, and as of October 11, 2016, at least 450 deaths have been reported, 115,000 families have been affected and at least 300 schools have been destroyed in the Southern region of the country (South, Grand’Anse, Nippes) and the North West.
 
Build Change has been working in Haiti since the earthquake in 2010 and has since become the leading implementer of homeowner-driven hurricane and earthquake retrofitting and reconstruction, having trained more than 7,500 people and provided technical assistance for more than 1,500 homeowner-driven houses, enabling more than 7,200 people to live in earthquake-resistant, permanent homes. Additionally, Build Change assesses schools’ existing structures, identifies and analyzes key structural deficiencies and designs solutions for retrofit/construction and provides construction supervision.
 
Build Change is now preparing to assist affected populations in the southern areas in particular. An initial assessment has been conducted by the team from Port-au-Prince and we will continue to inspect building performance and damage in the coming weeks, meeting local and international partners, and determining how Build Change’s experience in Haiti can best contribute to the reconstruction efforts.
 
YOUR NEW OPPORTUNITY:
For the position of Senior Program Manager, Build Change is seeking a professional with extensive management experience, familiar with homeowner-driven construction methodologies implemented in the context of informal settlement rehabilitation and disaster response. The successful candidate will possess the ability to develop, oversee and manage a homeowner-driven technical assistance program supporting community members who need to rebuild, repair, extend or retrofit their houses. This includes but is not limited to construction training, housing strategy, community engagement and design activities, through the subsidy allocation and the construction implementation.
 
The Senior Program Manager will be responsible for managing all activities throughout Southern and Northwestern Haiti, including technical resources development and engineering activities on the field, as well as liaising with governmental institutions and local and international partners. S/He will ensure the transparency and equity through all phases of the program. Furthermore, s/he will ensure that timeline and scheduling projections and milestones are achieved, provide mentorship of the project staff, coordinate Build Change’s project efforts with those of the partners, and complete progress reports. The Senior Program Manager reports to the Haiti Director of Programs and Partnerships and receives technical direction from the Director of Engineering and Director of Education.
 
RESPONSIBILITIES:
 
Program management
  • Hire and manage the program team.
  • Develop an overall response strategy in collaboration with the Director of Programs and Partnerships, Director of Engineering and Director of Education.
  • Work with the program staff to implement activities within the established work plan. Ensure that the project milestones are met and communication about schedules and deliverables are maintained; revise the project strategy and procedures according to the occurrences encountered during the implementation phase.
    • Ensure that the procedures and the strategic approach comply with Build Change philosophy of earthquake/hurricane resistance, sustainability and cultural appropriateness.
    • Ensure compliance of the program activities with the local authorities and the donors requirements.
    • Ensure transparency, accountability and effective implementation of the program activities.
    • Coordinate the activities and oversee the performance of the project staff including: a technical design and supervision team, a community outreach team and an administrative and financial support team.
    • Manage effectively the program budget.
    • Ensure the security of the project staff during the field activities and report to the Haiti Director of Programs and Partnerships in case any issue would arise.
    • Represent Build Change appropriately before the Haitian Government, Local Government bodies, Donor Representatives, Private Sector stakeholders, as well as Development Operators, including NGOs and UN agencies.
  
Technical responsibilities
  • Oversee the structural assessments and the development of engineering technical resources for commonly used and culturally appropriate design solutions.
  • Oversee the revision and the development of the design packages, the assignment of the subsidy packages and the construction works from start to completion.
 
Coordination
  • The Senior Program Manager is responsible for:
    • Coordinating the project activities with the other Build Change Haiti departments;
    • Managing communication and coordination with the program partners and with the local authorities as coordinated with the Director of Programs and Partnerships;
    • Representing Build Change in discussions with relevant stakeholders, such as government officials, relief agency partners, homeowners;
    • Supporting the Haiti Fund Development Officer and the Haiti Director of Programs and Partnerships in representing Build Change in the country.
    • Working closely with the REZO Manager and Director of Education to extend and oversee REZO activity in the affected areas in accordance with the 2016 REZO Business Plan.
 
Fund Development
  • Coordinate with the LSE, Training Manager and the Fund Development Officer to market and sell Build Change's engineering services and training programs to other agencies and potential partners.
  • Take the lead to write and win grants and/or contracts to expand Build Change's Haiti programs in the affected areas of Matthew.
  • Identify work areas, build and manage partnerships with other agencies for technical assistance programs.
 
Reporting
  • The Senior Program Manager is responsible for providing content for the program reporting, internally and externally, on a regular basis, such as weekly, monthly, quarterly and as required by the Haiti Director of Programs and Partnerships and partners/donors.
 
 
OUR IDEAL CANDIDATE:
The Senior Program Manager will be thoroughly committed to Build Change’s mission and show proven leadership, coaching, and relationship management experience. Concrete demonstrable experience and other qualifications include:
  • Engineering or architecture degree, or business management degree
  • At least 10 years of professional experience
  • 3 years of experience in informal settlements, experience in Haiti is a plus
  • At least 5 years of experience in managing implementation of construction programs
  • Track record of effectively leading and nationally scaling performance and outcome based projects with the ability to point to specific examples of having developed and operationalized strategies that have taken a project or program to the next stage of growth.
  • Unwavering commitment to quality programs and data-driven program evaluation
  • Excellence in organizational management with the ability to coach staff, set and achieve strategic objectives, and manage a budget
  • Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures
  • Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning
  • Very good communication skills, intercultural adaptation
  • Fluent and/or professional level in French and English is a must, and Creole is a plus
  • Passion, idealism, integrity, positive attitude, mission-driven, and self-directed
