Founded in 2004, Build Change is a non‐profit social enterprise whose mission is to greatly reduce deaths, injuries and economic losses caused by housing and school collapses due to earthquakes, extreme weather, and fire.  Our global experience shows that home improvement programs focused on improving existing housing can be carried out successfully across a range of country and disaster contexts. To do this, we implement programs that are both economically and socially sustainable. Our approach looks beyond construction and engineering to create an environment in which people want to improve the safety of their homes, and in which it is possible and affordable for them to do so. YOUR NEW OPPORTUNITY
Build Change is seeking a Business Development Manager–Federal and State Government to join our dynamic global Fund Development team. In this new role, you will develop, diversify, and execute Build Change’s strategy for expanding its portfolio to secure funding with U.S. federal and state agencies (e.g., FEMA, HUD, DOE, and State-level emergency offices). You will spearhead research, opportunity qualification, capture planning, and proposal development–for the win. As a member of the Global Fund Development team, you will contribute to overall growth strategies, planning, and budgeting; relationship management with key clients; and targeted marketing and communications. You will have the opportunity to work with the full senior management team in preparation for client meetings and other fund development activities.

The Business Development Manager–Federal and State Government also holds the responsibility for the preparation of fund development pipeline and partnership tracking reports and management of Trello and other CRM tools. You will report directly to the VP for Development. You will also collaborate with the entire Fund Development team, the U.S. program directors, the Director of Marketing & Communications, the Director of Advocacy, and other Build Change staff on a regular basis.
 
In this position, you will be expected to fulfill the following responsibilities:
  • Research, identify, and qualify business targets of opportunity across the federal spectrum and select states, including FEMA, HUD, DOE, and state-level offices of emergency services and housing development departments.
  • Lead critical proposal opportunities, from capture to providing “plan-to-win” strategy and tactical solutions to drive the development of compliant and compelling proposals: strategize, write, polish, and submit.
  • Secure at least $1 million in funding within the first year. The funding can consist of a mix of contracts and grants.
  • Engage key stakeholders in target agencies to effectively position Build Change as a trusted partner and to better understand agency priorities and needs.
  • Contribute to knowledge management and record of business development activity, including active use of CRM tools.
  • Prepare development of audience-tailored collateral marketing materials that directly support business development needs, including statements of qualification/capability and partner/client-based briefing documents.
  • Fulfill other tasks and responsibilities as directed by the supervisor.
This position will work remotely, preferably from California.

You presently have:
  • A Bachelor’s degree in business, international affairs, government, political science, or communications, preferably a Master’s degree. 
  • Demonstrable ability to win new business, develop relationships and partnerships, and follow through to seal the deal.
  • Understanding of the business development cycle, from capture planning to proposal development to after-action review for continuous improvement and adaptation.
  • Extraordinary communication, writing, researching, and speaking skills. You know how to find answers and communicate simply and convincingly.
  • Research and reporting skills–you know how to give the “bottom line up front” and connect your learning to what decision-makers need to know.
  • Technological-savvy: you are a natural using the internet and software to maximize efficiencies.
  • A strategic and detail-oriented skill set. You can work independently and focus on details yet fully embrace and articulate the big vision and organizational strategy. You can prioritize opportunities and juggle multiple tasks simultaneously.
You are able to:
  • Understand the “business development” aspect of organizational development and operations in a high-intensity environment with fast turnarounds and looming deadlines. 
  • Work effectively remotely and in collaboration with diverse groups of people.
  • Ensure coherence and consistency in spite of urgent deadlines.
  • Communicate clearly, persuasively, and passionately, in both written and verbal forms, with excellent interpersonal skills.
