WHO WE ARE
 
Founded in 2004, Build Change is an innovative non‐profit social enterprise whose mission is to greatly reduce deaths, injuries, and economic losses caused by housing and school collapses due to earthquakes, extreme weather and fires. Our global experience shows that home improvement programs focused on improving existing housing can be carried out successfully across a range of country and disaster contexts. To do this, we implement programs that are both economically and socially sustainable. Our approach looks beyond construction and engineering, to creating an environment in which people want to improve the safety of their homes, and in which it is possible and affordable for them to do so. Systems change can only be achieved by overcoming the major barriers to success for resilient housing programs, which include People, Money, and Technology. Build Change is currently active in South East Asia, Latin America and the Caribbean, South America and the United States.

YOUR NEW OPPORTUNITY

Build Change is seeking a motivated leader to serve as Country Director for our Philippines Program. The Country Director will be part of our Global Senior Management Team, contribute to strategy and represent Build Change interests in The Philippines.  The Country Director will be the highest in-country negotiator with Build Change’s existing and potential partners. The Philippines Country Director will be based in Manila, Philippines. This position reports to the VP of Programs. 
 
Responsibilities:
Program Leadership:
  • Represent Build Change in-country, maintain and grow our credibility and authority in our areas of expertise.
  • Lead the in-country team to deliver Build Change’s mission in the Philippines, ensuring adherence to budget, scope, and schedule; effectively implementing Build Change’s People-Money-Technology resilient-housing programs. 
  • Lead in Business and Fund development efforts for the Philippines Country Program. 
  • Identify work areas, build and manage partnerships with National and Local Governments, private sector stakeholders and donors, other humanitarian, multilateral and non-profit agencies, for Build Change’s, resilient housing finance, policy, technical assistance, and advocacy activities.
  • Work closely with the global fund development team and lead the local fund development staff to design and execute business and fundraising strategies, write and win grants and/or contracts to expand Build Change’s Philippines program.
  • Supervise and mentor in-country project managers and technical teams to ensure quality assurance and quality control across all activities and deliverables. 
Finance & Budget:
  • Maintain bank accounts and represent Build Change in solicitation of services and resolution of problems with financial institutions
  • Supervise the local accounting team and support the Controller to prepare program and annual operating budgets
  • Manage effectively within the budget given and report accurately and on-time on progress made and challenges encountered
  • Operations:
  • Oversee the operations of Build Change offices in the Philippines
  • Work with the senior management team and the Board of Directors to plan and implement strategy for Build Change’s Philippines operations and overall Build Change operations.
  • Ensure that all programs operate consistently and ethically within the mission and values of Build Change
  • Ensure adherence to Build Change’s Safety and Security SOPs.
OUR IDEAL CANDIDATE
Your experience includes:
  • Leading multidisciplinary teams
  • A minimum of 5 years’ experience in program development and implementation
  • A University degree in a relevant area such as development, management, disaster risk management, architecture, engineering, finance and economics 
  • Experience with business development, public relations, and/or fundraising 
  • Experience in housing, micro-finance or humanitarian contexts
You are able to:
  • Demonstrate excellent written, interpersonal communication and networking skills, with the ability to communicate effectively with both expert and non-technical audiences.
  • Work effectively in a team environment, and lead a developing program
  • Work independently, and travel as needed
  • Represent Build Change as a globally trusted expert in front of external audiences, including conferences, networks, wealth advisors, donors, and funder
You would describe yourself as:
  • Passionate about the right of all people to dignified and safe housing
  • Proactive, self-motivated, and able to work independently while also contributing fully as a team member
  • Fluent in English and Tagalog.

  • Understand basic engineering and construction principles
  • Have worked for a development-focused non-profit.
