YOUR NEW OPPORTUNITY

Reporting to the Chief of Programs, the Program Manager will provide leadership management and general direction of the country program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the program goals. You will be expected to manage stakeholders, identify develop and steward business partnerships, identify issues and risks related to program implementation, output effectiveness in terms of long-term disaster risk mitigation, and long-term program outcome sustainability. The Country Program Manager – Türkiye shall act as a key liaison between Build Change and all other counterparts and implementing partners involved with the country program. In this position, you will be expected to fulfill the following responsibilities.

  • Representation – Build Change’s legal representative in Türkiye. Represent Build Change with government officials, partners, and key stakeholders.
  • Türkiye Registration - Take all remaining administrative steps necessary for Build Change’s registration in Türkiye.
  • Finance & Budget - Represent Build Change in solicitation of services and resolution of problems with financial institutions. Prepare program and annual operating budgets. Manage effectively within this budget and report accurately and on-time on progress made and challenges encountered.
  • Bank Signatory - Ensure ethical and transparent financial transactions by acting as bank signatory.
  • Operations – The Country Program Manager is ultimately responsible for overseeing all operations of Build Change offices in Türkiye. Including:
    • Maintaining and negotiating leases for offices and staff housing, including utilities.
    • Manage the budgeting, purchasing, printing or manufacturing of Build Change technical resources for safe reconstruction.
    • Maintaining functioning, up-to-date IT systems including hardware and software, ensuring data is backed up, virus free and secure.
    • Maintaining phone and internet systems and systems for remote communication.
    • Implementing Build Change’s procurement system, obtaining requests for quotations, keeping track of items ordered, and inventory control system.
    • Maintaining and updating asset registers.
  • Program Implementation – Deliver Build Change’s Türkiye projects on scope, schedule, and budget. Ensure that every implemented project is on schedule, meeting milestones agreed to with donors, and resolve issues that impact the project schedule immediately with stakeholders. You will also support the Chief of Programs in ensuring implementation is achieved according to the allocated budget.
  • Process Management – Ensure the application of Build Change’s technical assistance platform for the Türkiye preventive program (including Build Change’s homeowner-driven process, standard operating procedures, and best practices) across all of Build Change’s projects in Türkiye. Fully document and improve Build Change's program implementation and IMR systems for use in future programs and create a results-driven culture with clearly documented impacts.
  • Safety and Security - Implement Build Change’s Standard Operating Procedures, Security Plan and Emergency Plan.
  • Coordination – Supervise Project Managers, technical and operative teams, as well as coordinate with local partner teams, donor teams, and with key local stakeholders (including local government or local branches of central government).
  • Staffing & Team Building - Work with the Admin. Officer and the Project Managers to ensure sufficient staff with the correct skills are deployed in order to deliver the program goals.
  • Business Development - With support and oversight from the Chief of Programs, take the lead in the expansion of Build Change in Türkiye, including but not limited to the development of new projects and partnerships and the ongoing formalization of ties between Build Change and its current partners.
  • Strategy – Support the Chief of Programs in implementing key points of Build Change’s regional strategy, including:
    • Support the implementation of post-disaster opportunities in neighboring Syria.
    • Promote and develop the capacity of national and international organizations to implement preventive structural retrofitting of housing and schools at a scale.
    • Develop appropriate technical resources for local use, adhering to the Build Change practice of homeowner-driven implementation, culturally appropriate solutions, and technical excellence.
  • Advocacy - Represent Build Change in-country and globally to support our approach to reconstruction and establish credibility and respect in our areas of expertise. Work with the Director of Global Advocacy and Build Change’s social media staff to tell our story well and compellingly.
  • Reporting – Provide content for the project reporting, internally and externally, on a regular basis (weekly, monthly, quarterly), as required by the Chief of Programs and as stipulated in Build Change’s grant agreements or other contractual agreements.
  • Ethics - Ensure that all programs operate consistently and ethically within the mission and values of Build Change.
  • Other - This position reports to the Chief of Programs. The Country Program Manager - Türkiye is expected to fulfill other tasks and take on other responsibilities as directed by the supervisor.

 

OUR IDEAL CANDIDATE

You have:

  • Led multidisciplinary teams.
  • Demonstrated experience at country manager level or program manager level for an international or local organization preferably in development, humanitarian work, or private sector.
  • 5 years or more of experience working in Türkiye, with a fine understanding of Türkiye laws and regulations.
  • Experience with business development, public relations, and/or fundraising.
  • Understanding and passion for housing, micro-finance or humanitarian work.

You are able to:

  • Recruit, build and lead a growing team of technical professionals.
  • Be a strong public advocate for housing resilience.
  • Demonstrate excellent written, interpersonal communication and networking skills, with the ability to communicate effectively with both expert and non-technical audiences.
  • Work effectively in a team environment, and lead and grow a developing program.
  • Work independently, and travel as needed.
  • Represent Build Change as a globally trusted expert in front of external audiences, including conferences, networks, clients, donors, and funders.
